If you ask me the winner is the Rinnegan, it’s been used by different characters who have found unique way’s to utilize it that it’s unbelievably over powered (I didn’t even count the Rinne Sharingan) while the Tenseigan although strongest ( especially  having use of the Truth Seeking Ball’s ) just has not been use to it’s full potential.
